Nonprofit Organisations and the Shadow State

This book examines the democratic and ethical consequences of local governments outsourcing core statutory duties to nonprofit organizations. Focusing on the municipal level where cities increasingly govern through charitable intermediaries to manage public health, safety, and human services it analyses how delegating coercive state power to charitable entities obscures transparency and fractures public accountability. By deconstructing the legal architecture of jurisdictional operations, the book shows how municipalities routinely underfund contractual mandates, forcing nonprofits to subsidize public obligations through private philanthropy and precarious labor. This structural dependency pushes charitable boards into complex ethical compromises, leading to severe mission drift, frontline worker burnout, and the troubling transformation of civic organizations into an underfunded shadow bureaucracy. It will appeal to scholars of public administration, public management and governance.
