Frontlines of Transformation

This policy-oriented volume examines Ukraine’s wartime transformation in defense, energy and security, showing how a state at war can still innovate, reform and contribute to European and transatlantic security. Drawing on process tracing, policy analysis, battlefield evidence and practitioner insights, the book traces how lessons from the 2013–14 Euromaidan Revolution to Russia’s 2022 full-scale invasion shaped Ukrainian society and its “smart defense,” an asymmetric approach to warfare that makes Ukraine a source of innovation. It assesses the legal feasibility of seizing Russian state assets for reconstruction, identifying gaps in UK and allied frameworks and proposing reforms. It exposes weaknesses in sanctions enforcement and EU-NATO coordination against Russia’s “shadow fleet.” It also explores energy resilience in frontline communities through decentralization, microgrids and local governance, offering lessons relevant across Europe.
